After a third-consecutive Finals with the Warriors and Cavaliers meeting up, the league has been blasted for not a lot of competition. Commissioner Adam Silver, who had 2 teams in his first 3 full seasons as the head honcho, figured there needed to be massive change in the NBA to create more title contenders.

The Jordan Rule
The NBA Draft class this year is deep with talent, but also underclassmen. Adam Silver, beginning next offseason, will enforce The Jordan Rule. Michael Jordan, perhaps the greatest basketball player of all-time, stayed three seasons at the University of North Carolina. This rule will challenge players to be three years removed from high school before declaring for the NBA Draft.
The 2017 NBA Draft will be the final draft that will allow freshmen and sophomore to come on the scene in the NBA, but Silver is giving these draft prospects an extra 7-day period to return to school if they desire.

With the recent news of The Jordan Rule being in effect in 2018, Adam Silver is allowing extra time for players to return to school in hopes of improving their draft status for the 2018 Draft.
These players have withdrew their name from 2017 Draft contention: F OJ Anunoby (Indiana - Sophomore) F Dwayne Bacon (Florida State - Sophomore) F Jordan Bell (Oregon - Junior) F Dillon Brooks (Oregon - Junior) G PJ Dozier (South Carolina - Sophomore) G Jawun Evans (Oklahoma State - Sophomore) G Luke Kennard (Duke - Sophomore) F Tyler Lydon (Syracuse - Sophomore) F Johnathan Motley (Oregon - Junior) F Caleb Swanigan (Purdue - Sophomore) G Nigel Williams-Goss (Gonzaga - Junior)
The players listed above are returning to college, and all will be eligible for the 2018 NBA Draft, if they so choose to declare. They hope to all increase their stock when they aren't competing against freshmen and sophomores to get in next year. This may help Oregon in the college game, as three will be returning for their senior seasons at Oregon with no fear of missing out on the NBA.
